Is snus legal in the UK?

That is the short version. The longer version matters because the word "snus" is used loosely in Britain. Most people who ask for snus in a UK shop are handed a tobacco-free pouch, and most of the time that is exactly what they wanted. What the ban actually covers

The UK ban applies to tobacco for oral use. In practice that means snus: moist, ground tobacco sold loose or in small portion bags, made to sit under the lip. The rule came in across the European Union in 1992, with Sweden negotiating an exemption when it joined the EU. The UK implemented it through its own regulations and those regulations stayed in force after Brexit as retained law.

The ban is on sale and supply. A UK shop, website or marketplace seller cannot legally sell you tobacco snus. It does not matter whether the tin is Swedish, whether it is "white portion" or "original", or whether it is sold as a novelty. If it contains tobacco and is designed for oral use, it cannot be put on a UK shelf.

What the ban does not cover

Three things are often assumed to be illegal and are not.

• Possession. Having a tin of Swedish snus in your pocket is not an offence. The ban targets the seller, not the user.
• Personal import. Bringing a modest quantity back from Sweden or Norway for your own use is not an offence either. Border rules on tobacco allowances and duty still apply, and large quantities can look like intent to supply, so keep it to what you would plausibly use yourself.
• Tobacco-free pouches. A nicotine pouch is made from plant fibre, nicotine, water and flavouring. No tobacco leaf means it is not oral tobacco, so the 1992 rule simply does not apply.

Buying from a UK site that openly sells "Swedish snus" is a red flag. Either the product is tobacco-free and mislabelled, or the seller is breaking the law. Specialist retailers sell tobacco-free pouches only.

Some were built by companies with Swedish snus heritage, which is why the design language carries over, but the contents do not.

The extra strong band covers 12mg and up, and brands like Siberia and White Fox lean towards a drier, more traditional feel. Start a step below the strength you used in Sweden, because tobacco-free pouches often release nicotine faster.

How nicotine pouches are regulated right now

Tobacco-free pouches are currently sold under general consumer product safety law rather than tobacco law. Responsible retailers apply an 18+ check at checkout, but as of October 2026 that age limit is a retailer standard rather than a specific pouch statute.

That is changing. The Tobacco and Vapes Bill has been working through Parliament during 2025 and 2026 and brings nicotine pouches into a proper regulatory framework. It introduces an age of sale of 18 for pouches and gives ministers powers to set limits on strength, flavours, packaging and shop display. A cap of 20mg per pouch has been proposed. Travelling with snus or pouches
