Nicotine pouches in Dubai and the UAE
Good news for UK travellers: pouches are legal, sold openly and one of the big brands is Emirati. What to pack and what to expect.

Quick answer: Nicotine pouches are legal in Dubai and across the UAE, and they are sold in shops. You can bring sealed tins for personal use through customs without a problem. Iceberg, a brand sold in the UK, is from the UAE. Keep to a personal quantity, keep tins sealed and labelled, and be discreet in public, as you would be anywhere.
The UAE gets a lot of questions because its rules on other things, from alcohol to medicines, are strict and well known. Pouches are not one of those things. This guide covers what to pack, what happens at the border, where to buy and what the local market looks like. It reflects what we know as of October 2026; confirm the latest with UAE customs guidance before you fly.
The legal position
Nicotine pouches are a legal consumer product in the UAE. They are sold in convenience stores, petrol stations and specialist shops in Dubai and Abu Dhabi, and online for local delivery. There is an adult-only age limit and the products carry warnings, much as vapes do.
That puts the UAE in the same group as the USA and Scandinavia: a place where you can land with your own tins and buy more when you run out. It is a very different picture from Thailand or Singapore. For the wider map, see nicotine pouches abroad.
Bringing pouches through customs
Carry sealed, labelled tins for your own use. We have not seen reports of UK travellers having problems with a personal supply of pouches at Dubai or Abu Dhabi airports. A few tins in a suitcase or hand luggage is plainly personal.
| What you are carrying | How it reads at the border |
|---|---|
| A few sealed tins in original packaging | Personal use, no issue |
| Opened tins with used pouches in the lid | Fine, but empty the lid first |
| Loose pouches in an unlabelled bag | Invites questions; avoid |
| Dozens of tins | Looks like stock for resale; avoid |
Pouches are solid, so they are not affected by liquid rules on the flight out of the UK. Our guide to taking nicotine pouches on a plane covers the airport side in full.
Check before you travel. Customs rules are set by the UAE and can change. This guide is not legal advice and does not state penalties, which vary and change.
Where to buy in Dubai
If you run out, you will find pouches in most convenience chains, petrol station shops and the vape and tobacco shops that cluster in the malls and around the Marina and Downtown. Prices are broadly similar to the UK once converted, sometimes a little higher for imported European brands and a little lower for locally made ones.
Expect to see Iceberg everywhere. It is an Emirati brand, which is why its range is so wide at home. You will also find VELO, ZYN and several of the strong brands sold in the UK, such as Pablo and Killa, though stock varies shop to shop. Check the strength on the tin, because local editions of some brands are stronger than the UK versions.
The local market and strength
The Dubai market leans strong. Many local tins sit in the extra strong band at 16mg and up, and some Iceberg lines are well above that. If you are used to a 6mg or 9mg pouch at home, do not assume a tin bought in Dubai is similar just because the brand name matches. Read the mg figure, and if it is not per pouch, work it out using mg per pouch vs mg per gram.
The heat matters too. Pouches dry out quickly at 40 degrees, so keep tins out of the sun and out of the car. A dried-out pouch tastes harsh and delivers less evenly.
Using pouches in public
There is no smoke, so smoking restrictions do not apply, and pouches are discreet by nature. Be sensible all the same. Do not spit, dispose of used pouches in the tin lid rather than on the ground, and avoid using them in mosques, government buildings or anywhere you would not chew gum. During Ramadan, be aware that eating and drinking in public in daylight is restricted; a pouch under the lip is unlikely to be noticed, but use judgement.
If you are a UK user heading to Dubai regularly, the nicotine pouches hub is the place to pick up a supply before you go so you are not hunting for a familiar strength on arrival.
